Price the same area, not one package
A bag price cannot be compared directly with a per-ton quote. Calculate the intended layer for each option, convert to its sold unit, and round to complete purchases. Different suitable depths may mean the two alternatives require different volumes.

Organic material changes as it breaks down, while stone beds can still collect debris and require maintenance. Do not assume either choice eliminates upkeep. Include the future work you realistically expect rather than promising a fixed replacement interval.
